James W. Harrington, Jr. currently serves as the Senior Program Manager with the U.S Department of Health & Human Services, Assistant Secretary for Financial Resources/Category Management Division in Washington, D.C. Prior to this role, he served for 12 years with the U.S. General Services Administration as a Team Lead, Client Project Manager, as well as a Fleet Business Manager in Washington, D.C. He holds a Bachelor of Arts in Public Administration from North Carolina Central University (c/o ’03) and a Master’s in Business Administration (MBA) from the University of Maryland Global Campus (c/o 2015).  He is a graduate of the Harvard Business School’s Spring 2024 Cohort for Strategy Execution in Public Leadership Certificate Program. He also holds a Project Management Professional (PMP) certification (Issued Sept. 2021) through the Project Management Institute and was a member of the distinguished North Carolina Central University’s 40 Under 40 Alumni Award Class of 2020.
